How do I make an easy, funky-looking hat out of household materials? - funky wrapping paper
Is there a way to do it with cardboard, wrapping paper, etc., and if so, how?

Wow! Knowing the answer was not only what you want ????? Something tells me it is not "best answer". You say, "funky" is a party, let what? You can buy all sorts of household materials. How about starting with a coat hanger that you can configure in any desired style. You can cover with fabric or felt, and with artificial flowers, feathers, beads, buttons, ribbons ... The possibilities are endless. Fun to do.
You can use a piece of construction paper (any color you is, as well) and turn right along the top of the sheet down and then the bottom is wider than the top band and all that is set up you, I hope this helps you, good day and God bless.

Start with a piece of cardboard. He put the head of his daughter and surveillance around the head with a pencil. Use a knife to cut the hole to move the results (or jam with a pair of scissors in the middle and cut their way into the line, then.
You should now have a piece of cardboard with a hole the size of the head of his daughter. This is (hopefully) his hat. Put him in the head, whether it's the right size. Too small - Shaving a little further. Too big? To prevent repeat or rubber parts freely through the hole, so you slip it over his eyes. Cut the outside of the box until it is shaped kite. Remember - not to be around! What is an irregular one wing? Or square?
Use a measuring tape around the hole. Cut a long piece of cardboard, and any desired height. Fold the cardboard into the hole and use tape or duct tape to hold it there and fit.
Top it with another piece of cardboard. More tMonkey.
Paint or decorate as desired. You can add the paper if you want (use a glue stick to paste or training). Add stickers, flowers, candy wrappers - just making Stuff Up! Have fun with it! Sticky glue should be kept for so much power. Glue Gun for materials in bulk.
Enjoy!
